Lead in Construction   (29 CFR 1926.62 - OSHA Training)

Working around lead painted surfaces on non-residential construction sites requires employees to have a minimum of 4 hours of OSHA compliance training, and an additional amount of time appropriate for the requisite work-specific type of respirator training.

Mystic Air Quality instructors specialize in presenting this program here in Groton or (where suitable) at your training site. US EPA Lead Renovator, Remodeler, Painter (RRP) Training

Effectively required as of Autumn 2010

During calendar year 2010 in phases, RRP training is required for those persons who may disturb lead coated surfaces and create a lead-in-dust hazard for children under the age of six years old who may occupy the renovated, repaired , remodeled or painted area.  Persons who direct, supervise and conduct such operations require training as a Certified Lead Renovator.  Mystic Air Quality Consultants is an EPA certified trainer for this program in jurisdictions (such as CT) where the program is not delegated to a State or Tribal authority.

Certified Lead Renovator, Remodeler, Painter Training Initial Training

This fast paced, tightly scheduled, full 8 hour day of training is for those who have not been already trained in Lead Abatement (above) or in HUD Lead Safe Work Practices (below).   Class starts at 7:45 with registration and student photo IDs and ends between 5 and 5:30 pm.  Lunch is provided on site.  Lunch and all daytime refreshments (morning coffee and fruits and pastries) all student materials and course completion certificate are all included in the course fee ($275).

The program vividly demonstrates just how little paint and lead it takes to elevate the blood lead level of employees and children, takes the participants through 11 distinct hands-on interactive activities called "skill sets" that comprise lead-safe work practices including:  determining the presence of lead paint with EPA approved test kits, communicating the lead hazard to owners and occupants, preparing the work area for interior and exterior work, posting signs and notices to isolate the work area and prevent unauthorized access, employing dust minimizing work practices and using HEPA-ventilated power tools, proper packaging and disposing of waste, specialized cleaning techniques, and verification that the cleaning is appropriate for returning the area back to the building owner.  All the documentation the RRP program requires is presented and participants complete forms and handle documents in preparation of carrying out their responsibilties.

Graduates are considered by EPA as Certified Lead Renovators who may upon return to their place of work instruct team members, who they will continually supervise and assist at every job site, in lead safe work practices appropriate to their specific renovation, remodeling or painting tasks.

Mystic Air Quality employs the approved EPA course curriculum for the program here in Groton.  Neighboring States (Massachusetts and Rhode Isaland as of January 1, 2011) have been delegated to conduct the RRP program and have additional licensing and fees.  Those who will work in those States may wish to visit their web sites to get up-to-date information before choosing an RRP training provider.

Individuals who are trained already in Lead Abatement and are certified or licensed by a jurisdiction or state as a Lead Abatement Supervisor or a Lead Abatement Worker and individuals who have successfully completed a day long HUD Lead Safe Practices Course are eligible to become Certified Lead Renovators by taking a half day (4 hour) course referred to as the Lead Renovator refresher program.  This is also offered by Mystic Air Quality, usually on request basis rather than as an advertised course.  Call for a price quotation for your group or company.

For the latest information about the Lead Renovator Program  we recommend visiting the EPA page at:  EPA/gov/rrp

Lead Safe Work Practices for Remodelers and Renovators

In mid 2001 the State of Connecticut and H.U.D. instituted a course developed by the State University for employees engaged in remodeling and renovation activities in residential structures meeting the criteria for governmental funding for construction, renovation, or for rental assistance payments.

Mystic Air Quality Consultants, Inc. is a select training provider for this program, to which we add an hour of OSHA requirements to round out an 8 hour program.  This course is suggested for carpenters, painters, electricians, remodelers, siding contractors, window replacement contractors, roofers, tin knockers, sheetrockers, dry wall installers, plumbers, maintenance staff, and property owners.

After completion of this course, participants will:

understand the sources of the lead problem

know the health effects of lead exposure for both children and adults

be familiar with federal and state standards concerning lead-based paint

understand how improper renovation, remodeling and maintenance techniques can create lead hazards

know the principles of working smart, working wet, and working clean

know which practices are prohibited by law

know the proper techniques to avoid creating lead hazards, including:

This HUD/CT course for Lead Safe work practices does not take the place of lead abatement courses - which still require 40 hour supervisor trained personnel and 32 hour worker trained personnel.    This course is designed to make sure craft persons in remodeling, renovation, and maintenance roles do not inadvertently create a lead hazard to themselves or building occupants.

After April 2010 any individual who completes an EPA Certified Lead Renovator Course is considered by HUD to be trained in Lead Safe Work Practices and does not require the HUD training separately to be part of a working group at a HUD site.
